The 7-Day Accident
There is no astronomical reason for a 7-day week. The day comes from Earth's rotation. The month approximates the lunar cycle (~29.53 days). The year is Earth's orbit (~365.25 days). These are all observable celestial periods. The week is none of these. The week is a cultural artifact that originated in Mesopotamia around the 6th century BCE, when Babylonian astronomers noticed that the moon's phases repeat roughly every 7 days (actually 7.38, but 7 is cleaner), and decided that dividing time into 7 parts aligned nicely with the 7 visible wandering bodies in the night sky.
This choice propagated through Judaism (the Sabbath), then through Christianity (which kept the 7-day cycle but moved the holy day to Sunday to distance itself from Judaism), then through Islam (Friday as the congregational day, preserving the 7-day structure), then through European colonialism, which exported the Gregorian calendar — and its embedded 7-day week — to every continent. Today, the 7-day week is universal even in cultures that independently developed different systems (China traditionally used 10-day weeks; the Javanese have a 5-day market cycle). The Babylonian week outcompeted every alternative not because it was better, but because it arrived first and attached itself to the world's dominant religions.
The French Tried Decimal Time. Twice. It Failed Twice.
The French Revolutionary Calendar (1793–1805) replaced the 7-day week with the décade — a 10-day cycle with one day of rest (décadi) every ten days instead of every seventh. Workers went from 1 day off in 7 to 1 day off in 10 — a 30% reduction in leisure time, which they noticed immediately. The decimal clock (10 hours per day, 100 minutes per hour, 100 seconds per minute) was introduced simultaneously, so workers weren't just working longer weeks — they were working longer hours too, because a decimal hour was 144 conventional minutes.

The canonical "21 days to form a habit" rule (popularized by Maxwell Maltz in 1960, since debunked by modern psychology which suggests 66 days average). Also the notice period for resigning from some jobs. Three weekly sprints. The time it takes to grow a beard from clean-shaven to presentable.
30 days → 4.29 weeks
One month (roughly). 30 ÷ 7 = 4.2857. Cloud billing cycle. Credit card statement period. Notice period for apartment leases in some jurisdictions. The reason "30-day month" is a useful approximation but a dangerous assumption in contract law: a 30-day clause executed in February covers more calendar time than the same clause executed in July.
365 days → 52.14 weeks
A non-leap year. 52 weeks + 1 day. This extra day is why your birthday shifts one weekday later each year (and two days after a leap year). The ISO 8601 standard handles this by defining week 01 as the week containing the first Thursday, meaning some years have 52 weeks and some have 53. If you are paid weekly, a 53-week year is a bonus. If you pay salaries weekly, it's a liability.

Is there a way to convert days to weeks without getting a repeating decimal?
Only if your input is a multiple of 7. 7 days = 1 week exactly. 14 days = 2 weeks exactly. Everything else produces a repeating decimal (0.142857142857...) because 1/7 in base 10 repeats forever. In binary (base 2), 1/7 also repeats (0.001001001...). In base 7, it's exactly 0.1.
